Pelson vankilan toiminta turvattavaTiistai 9.3.2010 - Tuomo Hänninen Eilen oli vähän tavallisesta poikkeava maakuntamaanantai. Keskustan laki- ja perustuslakivaliokuntien kansanedustajat avustajineen kokoontuivat aamulla Oulussa ja suuntasivat kohti Vaalaa. Päivän ohjelmassa olivat tutustumiskäynnit Pelson vankilaan, Veneheiton kyläkauppaan ja Kassu Halosen taidetaloon. Pikkubussiamme emännöi koko päivän Vaalan kunnanjohtaja Tytti Seppänen. Pelson vankila on elänyt epävarmuuden aikaa, koska sen yllä on leijunut lopettamisen uhka. Viime vuonna Rikosseuraamusvirasto Rise lopulta teki päätöksen, että vankila säilyy, mutta sen toimintaa supistetaan. Nykyisestä 209 vankipaikasta leikataan melkein puolet pois ja tulevaisuudessa vankeja voi Pelsossa enimmillään olla 120. Samalla henkilökunnan määrä tiputettiin 126 virasta 80 virkaan. Päätöksiä on meille kansanedustajille perusteltu vankilan huonolla kunnolla ja vanhanaikaisuudella. Käynti vankilassa avasi silmiä asian suhteen. Tokihan Pelsosta korjattavaa löytyy, mutta pääsääntöisesti tilat ovat toimivat eikä vankilassa ole yhtäkään paljuselliä. Pelso on ns. toimintavankila. Vangit työskentelevät kuntonsa mukaan karja-, metsä- ja maataloudessa. Vierailun kohokohta oli käynti lampolassa, jossa pienet karitsat yrittivät väenväkisellä karata emojensa luota tutustumaan vierailijoihin. Karitsat saivat varmasti kyynisimmänkin kansanedustajan hyvällä tuulelle ja uskonkin, että eläinten kanssa työskentely on vangeille mielekästä työtä, mutta myös erinomaista terapiaa. Vankilan henkilökunta kertoikin, että osa vangeista pystyy näyttämään tunteitaan vain hoitamilleen eläimille. Matkan aikana vahvistui selkeä käsitys, että Pelson vankila tulee säilyttää modernina toimintavankilana myös tulevaisuudessa. En näe mitään järkevää syytä vankilan lopettamiseen, koska se on sijainniltaan ja toiminnaltaan erinomainen eikä missään ole näkyvissä viitteitä kokonaisvankimäärän äkillisestä vähenemisestä. |
